Start
1. to submit a controlled crossing request a member of the public contacts their:
- local councillor, or
- parish/town council
2. The parish/town council contacts us after gaining public support.
Phase 1: Initial Assessment
We consider three questions:
- Is there enough physical space on the highway for a controlled crossing?
- Are there no safe controlled crossings within 50 metres of the requested location?
- Is visibility clear, and not obstructed by things such as a bend in the road or a building?
Decision Point A
If "no" to any requirement:
- it is not possible to provide a controlled crossing facility at this location
- an uncontrolled crossing will be considered
If "yes" to all requirements:
- there is potential to provide a controlled crossing facility
- the request moves to Phase 2.
Phase 2: Formal Crossing Assessment
A formal site assessment takes place, consisting of two key elements:
1. Traffic survey within 50 metres on either side of the location.
2. Analysis of the local area, including:
- environmental context
- safety concerns
- population characteristics
- other relevant criteria
Crossing requests are scored using a standard scoring worksheet.
Decision Point B
Does the location score 10 or above?
If "no":
- it is not possible to provide a controlled crossing facility at this location
- an uncontrolled crossing will be considered
If "yes":
- additional weightings are added
- request moves to Phase 3
Phase 3: Prioritisation
Successful locations are prioritised against:
- The Local Transport Plan
- our objectives
The location is added to a long list for future funding.
Locations with higher scores are more likely to receive funding.
Decision Point C
Is funding available?
If No:
- location stays on the long list until funding becomes available
If Yes:
- an option report and costing are prepared
- scheme progresses
Implementation Stage
The crossing is implemented if the scheme is:
- affordable
- has undergone formal approval
In some cases, a crossing may instead be identified internally as part of a wider highway improvement programme.
